I really agree with you on that. I think that AJ had some very good characters, but there was something just.... 'not quite there yet' about some of them. The main characters are interesting but I feel they need more development - and I'm sure Capcom will develop them very well in the upcoming games.

It just so happened that in the first PW game there was a lot more, and I would say, better character development, so it just makes this game's seem a little less in comparison. Great games though.

Its probably because they didn't know the game would be successful enough to justify making a sequel.

So they got all the character development done in the first game because they thought it would only be one game.

Since they know they can produce a few sequels with AJ, they decided to plot it out into a few games.
