I think you make a good point. Was the runner just attempting to jump over the defender as he passed across, or hurdle over him? I think you can also say that his knee is foremost and over the opponent during his initial take off.
Hurdling: "one or both feet or knees formost over an opponent who is contactin the ground...except on or both feet" Was this really Hurdling? Could be he just Jumped.
@lem4037 That is incorrect, under NFHS rules it is illegal for any player to hurdle another, even if that player is attempting to tackle the runner.

Improper application of the rule. The runner is allowed to hurdle a player attempting to tackle him. I would not recommend it, though.
