You're measuring 2 different things here, as it appears to me. On the first spin of the motor, you are measuring voltage, in this case AC voltage.
When you stop the motor and switch your meter, it appears (though the shots are too fuzzy to be able to tell for sure) that you switch to the reading current, not voltage.
I cant be certain because of the low quality of the video.
