To be honest, I don't see where this video proves or disproves anything. The fight is held almost completely off camera except for the person that was shot with the pistol later, can be clearly seen to throwing a kick and/or punch prior to 'Weems' intervention, sorry but imo that appears to make him part of the fight. The other parties are apparently completely off camera, and could've been right around the corner ready to attack.

What percentage of their cases result in sustained findings? I'll bet the CPD Internal Affairs does a better job and has a higher percentage of finding their officers guilty of crimes than the Independent Police Review Authority. Only the CPD doesn't investigate excessive force cases; a civilian panel does.
