Have you tried going to the doctor and getting a prescription hydrocortisone cream? I get really bad eczema too (but not on my hands), but a .1% hydrocortisone ointment will usually clear it up overnight or a few applications at the most.
And I also used to love the Nivea lipbalm but I got the Kiehl's #1 lip balm a while back and it is LIFE CHANGING. It's absurdly expensive, for $11 but completely worth it. I'm never going back to anything else, hahah.

I have extremly bad eczema on the backs of my hands that spreads up to just below my elbow it gets dry and cracked and it bleeds and I have to have prescription hand creams because it is so bad! and I find it tough to find beauty gurus that have dry skin like me and yours sounds exactly like mine (sensitive to scents except for B&BW and eczema prone) so thank you for making this!!! Also Urea (if I spelt it right) is suppose to be really good for eczema and I find it works! :)

I had eczema in the inside of my elbows, backs of my knees and on my neck when I was younger and I remember lying down on my back with blobs of cream everywhere trying not to scratch :( It randomly disappeared sometime throughout puberty though, but I understand your pain!
ahh, mal i used to have the WORST eczema on the inside of my elbows, it would weep and sting and it was terrible and my mum got me this cream called elidel or something i think it's called and it got rid of it. i had it for like 5 years and i'm so glad it's gone. have you tried cutting out dairy? that worked a little bit for me. love ya! xo
