In ancient India before Islamic invasion and English, women didn't cover their breasts, this included queens. Men were not sex starved and wouldn't gawk at them. Sex and nudity was not a taboo. In Germany, they don't speak English but still have beaches where all men and women are naked, they mature enough to control their urge, it's not like they are banging on the streets.
