(Although it would be justified if the other ones were running at the LEO at that point.)

Half of the Muslims go in proclaiming peace, equality, and fairness while reproducing like rats to displace the population. They turn a blind eye to the other half which goes in screaming Jihad and intimidating everyone while the local police scratch their ass trying to figure out whether it's politically correct to prevent someone from blocking traffic while praying to Mecca.
