This ad is a little too focused on the cuts, but doesn't say anything about what will fill the vacuum of authority lost when the DoE, Interior, HUD, Energy, and Commerce are gone. The answer is that the states already have similar bureaucracies in place, and the federal government is merely duplicating their efforts while being disconnected from the needs of the states. This would be a large rollback in federalism but it would not lead to a loss of those functions at some level of government.
