thanks for your interest. it is by Katsushika Hokusai, and is called "South Wind, Clear Dawn" or Gaifuu kaisei. It's from the series "36 views of Mount Fuji" (Fugaku Sanjuurokei) (the same series as included the very famous "great wave"). painted circa 1830-1832. Hope that helps.
