Make sure your CD import settings are set to ACC, not MP3, this can be found in iTunes Preferences, just look for import settings.

If that doesn't work I'm not sure.

You need to have your CD import setting, to be set at AAC in iTunes, if you have them set to MP3, only that will appear when you right click on any track.

I haven't used PC iTunes much, so I don't know, you don't need to drag and drop the mp3 into iTunes there is other ways, such as try opening the song in iTunes, go to FILE and OPEN in iTunes, and export the track in that way.

When I right click after I get the info, I don't have the option of creating an AAC version, only an Mp3.
