James Earl Jones's Thulsa Doom is the most under-appreciated movie villain of all time. I always thought his complete indifference to human life was far more menacing than the tack taken with most villains. If this hadn't been a sandal-trod fantasy/action movie starring Ah-nuld, Thulsa Doom would be ranked right up there with Hannibal Lecter as one of the greatest villains in the history of film.

Thulsa Doom had the menace of a being that had lived for centuries with enormous power, wherein good and evil no longer had boundaries. His obsession with steel marked the knowledge of his own demise and his need to bend the will of others through force in order to survive.
