Todays Nukes take about 3 minutes to get from Russia to the US, and for a good deal of that time they are in the Stratosphere. You can't get a interceptor plane up into the stratosphere, coz its basicly near space. So unless you can hit a nuke over the Ocean, you lose. Hit it about land, fallout kills.

The americans invented that technology during the Vietnam war and have over the years developed a number of weapons based on FAE. They've never been much used though. Simply because they aren't very useable in practice. Wildly varying effect, poor accuracy and huge handling problems.

They had to detonate the bomb 40 feet above ground because this was at Eglin Air Force Base. Right smack dab in the middle of Okaloosa and Santa Rosa County. Still this blast broke windows and shook my house 15 miles away. If the bomb had hit the ground it would have burried its self 50 below the surface. Apon Explosion the crater left would have been 200 feet deep, 2 1/2 miles wide. And damage to public houses would have been devastating. This Truly is the Mother Of All Bombs M.O.A.B. trust me

The actual reason is to maximize damage; if you detonate it on the surface it's wasting energy by just sending it downward towards the ground. Where as if you detonate it from a certain altitude you have a greater surface area to affect. Look up the grand slam bomb, 22 000lbs and it only left a crater 120ft wide by 35ft deep.
