The hero having a weapon just means he can't counter attack, so yes. Unless something says you can't or a protector gets in the way there's no reason you can't attack an opposing hero if you have a ready weapon.

@yuyupb Assault gives your card a + to their attack on your turn (so Assault 4 would give you +4 attack on your turn) and Mend will give the card the ability to heal damage (so Mend 2 will allow 2 counters of damage to be healed as you choose).

Ok people I'm tired of the assumption that everyoen who plays TCGs are huge mega nerds who have no life and live with their parents. I admit I live with my mom and yes I'm 21 but their is a such thing known as I'm unemployed (hard as hell to find and keep a job right now in the USA) and I'm going to college. Staying with a relative saves money anyway. Also I have gf and I have friends and I get out of the hous often so I have a life and guess what I play TCGs so that assumption is way off base.

@vincent8er all resources other than quest are played facedown and therefor are not active cards. Once quests are completed they are turned over as well. So no you cannot use them other than for resources

And on another note I believe you can target whomever you want as an attacker but then the defender has a chance to play instant ability or designate protectors as the defence so there is no guarantee that your attack will make it all the way through.
