An advisor searching for power. In the Soviet Campaign, he tries to take over the Soviets, but in Yuri's Revenge, it is assumed the Allies have won. Yuri saw the Allies were loosing during the war, and built his own secret army, seeking the same destiny.

i'd put yuri at either 2,3,4, or five becuase he seemed like a genuine leader and a threat, ackerman was robot spy, cherenko just used a time machine, dugan, was rather tough and determined. Stalin, would have been the most serious of the 5, and therefore #1
