Of course Lulu died. C2 died several times in the show. But there is no way I will believe Lulu's death was permanent and there is no way I will believe Suzaku would ever accept a Geass power from anyone so he could kill Lulu. Telling everyone you must obey all my commands (which he could do) would have made him ruler of the world, but he didn't. Immortal people can still be hurt, captured, incapacitated, interrogated and psychologically tortured. Just look at how C.C started out. The only benefit is not being able to die, and giving others more powers. So yeah, ruling the world isn't what he wanted.
