A couple of things:

First of all this is ToutanBOY, not the original (and undeniably great) Toutanki. Toutanki would never, ever, ever have messed up a tick opportunity like Toutanboy did against Chun Li.

Second, no you can't just spam anti-air attacks because of the safe jab jump. Note how T. safely blocks Chun's anti-air at 1:11 despite jumping in.
