I am friends with a video game designer who is friends with Valve employees. They haven't officially announced it, but Valve lost funding to Half Life 2: Episode 3 a couple of months ago.

They said that they will still release episode 3, but it may not be for another 4 years or so. In the mean time, a rumored report, HD version of the first Half Life is in production. (Imagine it like Project: Black Mesa but an official release)

It's expected that it will now be completed within the next four years, but that's just a guess. Since funding was pulled, it's going to be very hard for them to complete it in the 'normal' amount of time.

Of course they will make the third episode. They left the story of Episode 2 on such a Cliff Hanger and so many unresolved issues and unseen consequences that they would be out of their minds not to make an Episode 3. In my opinion the reason they are taking so long is because they are making an Entire game, possibly Half Life 3 and have been working on that behind the scenes for the last several years.
