This isnt the case but lets say those two players are both rank 1 and 2 in the world, they can never defeat eachother if we make a rule that two defence players can not play against eachother. And like Opalance already said there is a rule for this if it takes too long, but it only starts after 20 minuts and thats boring, it should start after 10 minuts or even faster.

It is, if the match takes too long they put the expediant rule into effect to where the server has to score on like the 11th hit or they lose the point, to force them to attack all or nothing.
