I have been a noise survivor for 6 years and still ok with my method. Step #1- Buy a pair of "PELTOR" ear muffs from a musicians store. Step #2 - Google brown noise on internet. If no computer, get to one whatever it takes. Find a free download of brown noise mp3 and save it to computer then put the file into a mp3 player and set it to repeat the file over. Put your ear buds in then peltor headphones on and adjust volume while upstairs noise is going untill it cant be heard. works.

Christ. I have the same problem (I have a couple videos of it up). I get a quiet period from 3:00 am to 6:45 am (THX GUYS!!!). Otherwise it's constant stomping, rolling office chairs, "intimate" noises, and general mayhem. They used to blast booty bass every morning, but I complained to the landlord and that stopped. Good luck with that loud motherfucker.
Tell that neighbour of yours that he'd better QUIET DOWN no later than 10 pm or you are going down to city hall and file a report for disturbance of the peace! In most major cities in the US there is a kind of "curfew" as to loud & deliberate noise made after 10 PM.
