Several of the characters have the exact same or simlair looking crouching strong kick animation, its just a roundhouse. A reverse roundhouse to be exact but a roundhouse none the less.

Closes thing we get to a cameo is in Fei-Long's ending, Seth (the final boss who has 27 clones) gets stabbed from behind by a ninja blade (kunai?). Since Ibuki's the only SF ninja who uses traditional Ninja weapons (Geki IDK, Vega NO, Guy just uses his fist), it could be her (or worst case scenario, some new person).
