The boss AI in this game has a weakness: it cannot sense bombs that are too far away. So it helps to get the full-fire.

But I see you already knew that.

Dave Bomber has 2 rooms. One you reach from 2-04, 2-07, and 2-08. This one has 3 exits. The other you get to from 2-11. This one has 2 exits. I have this theory that depending on which room you are in, he will have a different AI. When I was in the 3-exit room he just meandered around and randomly did stuff. But when I was in the 2-exit room he went around blowing up all the soft-blocks, stealing all the power-ups and was way more aggressive. I'm not sure if that was just a coincidence.

This game is all about paths. Depending on which one you take to get to the boss, the boss room will have different exits leading to different levels.
