All you can do is WALK and shoot in PS2 San Andreas, I can't really tell if he's running here but if so that's what the glitch is. (running vs. walking)

-_-, normally you would WALK and shoot OR sit down and shoot, but if you do what the video is showing, you are RUNNING with the weapon and shooting, works with deagle and some other weapons too...

thats normal, not a glitch, or if its that your running and shooting, you could walk and shoot at the same time and so is 'sitting' and shooting at the same time...do it like this, aim, press forward, your done
