You get them from Sonic DX and transfer them via GBA and connector cable OR you could use AR,.. but I recomend the non-cheating way!

What the heck is an "all S" chao?!

An all "S" chao is a chao that has all S grades in it's stats. You can find out your chao's grades by looking at it's medical chart in the Kindergarden. The lowest grade is "E" and the highest is "S". So, if you have an all "S"

chao, your chao will get the best stats
