If it didnt work then you have done something clearly wrong.

What I did: Extract with horizon

Modded with mod tool

Rehash and resigned with modio

And put the save back on horizon. (Dont overwrite it, delete the old save and replace with the new)

@aser6226 no you can't choose it gives you a set amount of over 600 million and a wage budget of over 3 million but when you run out of money just use the tool again and again
