It's not hard to shake a shaky head. The key is to shake it on semi-slack line. I spent 10 years doing this religiously on Beaver Lake with good success. Pull it along then when you contact a piece of cover, try to shake it in place like this.

But to do this with a rod you literally have to shake it barely an inch
