Teacher or School Complaint

There is one teacher who I should complain about, but he might track the site down and give me detention. However, I can say that he was laughing at someone who forgot their pe shirt and had to do it with no shirt on.

What does it say when you show an F on a paper and your goal is to get complaints on teachers? Does the student have anything to do with this F? I wish the teachers had a site to complain about students, parents and admin who make their lives miserable.
