Healthy pigeons can be vaccinated for PMV, avian pox and paratyphoid, but NOT a bird already showing signs. Is yours a dove as in domestic ringneck type, or as in white pigeon? If it's a pet which doesn't mix with other birds, it is possibly another issue - a serious vitamin deficiency (Vit B, I believe) can produce similar symptoms. Has it just recently shown symptoms?
It's one of the first noticeable symptoms, and in most cases it does go within a few weeks. With some, though, it can continue indefinitely. Also, the symptom (without the virus) can reoccur after a very long time, particularly if their system becomes very stressed - like possibly with older hens who find egg laying more difficult.
