Just give the Chao LOADS of animals/chaos drives, that simple really. I personally find animals better for levelling up, and you can save time greatly when you do the re-use animal/chaos drive glitch, as demonstrated at 4:58 onwards.
Oh, I just raised the stats to Level 99 once they evolved. It's better that way, since raising stats en mass can ruin the transformation if you're not aware about how evolution works.
Pet the Chao heaps before it goes into it's cocoon, once you see the heart appear over it's head about 25 times, that should be enough for it to reincarnate.

I have a question, How do you keep it neutral? Like I know how to by taking care of it with Dark and Hero characters but how do you take care of the chao? You pretty much have to raise the Chao equally with both Hero and Dark characters, another way is to not interact with the Chao at all and it can become neutral. So if you pet and raise the Chao with a Hero Character, just alternate next time and then use a Dark character. The colour of the Chao's emote ball can indicate which alignment its closer to, try to maintain the Chao's emote ball to yellow. Its wings can also indicate this too.
Nothing special happens, since you cannot make a Chaos Chao after its first reincarnation, it needs to be after the second/third/fourth/etc. reincarnation to make a Chaos Chao.
Chao can reincarnate many times, I have one that's reincarnated 6 times. But for making Chaos Chao you don't need the Chao to reincarnate twice strictly speaking, that's just the minimum requirement. You can have a Chao who has reincarnated 15 times and still be capable of evolving into a Chaos Chao. But once they are Chaos Chao, they'll never reincarnate again due to being immortal.
Stand some distance from the Chao (it needs to be facing you) and place down the animal, if you did it right the animal should bounce back, and be re-used again. This also works with Chaos Drives.

The chaos drives and extra animals don't prevent your chao from becoming a Chaos Chao. As long as its going to evolve into a normal type chao it will become a Chaos Chao. However if you give it too much of a chaos drive or animal that increases a specific stat then it won't become a chaos chao. Just pointing it out.
Yes indeedy, too much influence of a particular stat is a factor which will prevent your Chao from becoming Chaos. It was probably this reason why many originally thought that giving Chaos Drives and more than 21 animals was forbidden for soon-to-be Chaos Chao.
Chaos chao are immortal, and Chaos Drives DO NOT affect the process. You must set your chao to evolve on a normal type to turn into a Chaos chao. That's were the whole " No Chaos Drives" thing came from.
Your chao's happiness has to be AT LEAST a 50 in order to evlove into a Chaos chao. As shown in the video, throwing your chao too much, makes both it's happiness decrease, and you will risk it from becoming a Chaos chao. It's tricky, too to balance that and make it even.
And there may be some animals you missed to give to your chao. By accident too. Leaving your game on overnight helps alot, too because time is passing in the chao garden.
@UltimateDarkness Yes, half the time rarely, there IS a 50/50 chance, that your chao unsuccesfully evloved into a Chaos chao. But don't give up. I remember when I had problems making Chaos chao, because they where difficult for me. Here I am now, with a lot of Chaos chao.
And another thing, make sure you give it ALL 21 animals.
And Sapphirechao was right, it had to much stat influence. If you are making 2 types, then give your chao even amounts of drives.

A Blitz Chao is, in fact, a White Twotone, same goes for Guardian Chao.
White Twotone's are quite easy to get, just breed a normal/default coloured Chao with a White Chao. The baby should appear the same as a normal coloured Chao, if this is the case then you probably have a White Twotone, aka 'Blitz' Chao. You may think it's a regular Chao, but when you make it closer to neutral evolutions it'll appear whiter, and if you pet it with Dark Characters the white markings should be more evident.

If your Chao evolved into a Swim/Power/Fly/Run type, then perhaps it had too much stat influence. If this is the case then please specifiy what type it goes into, then I can tell you what you can do about it.
If the Chao instead evolved into a None type, then the likely cause to prevent your Chao becoming Chaos is that its happiness levels were too low. Pet it heaps and feed it plenty of fruit to fix this issue.
@Sapphirechao well it has evolved into a none type and it's swim stat was 300+, so it wouldn't drown and it's happiness wouldn't go down and i swear that i have petted it like 200 times and fed it plenty of fruits, and i've tried this a few times and it just won't work :(
Let's take a step back then: How many times has your Chao reincarnated? It needs to be at least living in its third life, or have 2 or more reincarnations (aka transformations in the medical chart).
Have you used a check list for giving all 21 animals (assuming you're using SA2B)? Maybe you missed giving an animal, don't worry too much if you give more than one of the same animal - just make sure your Chao remains towards the None type.
Maybe you missed an animal? Try giving all 21 animals again, it shouldn't kill the Chaos Chao process if the Chao remains heading towards the None evolution. Try that and see what happens.
Giving animals to a Chao at any point of its lifetime should be fine, anything you give your Chao in its previous lives won't effect the Chaos Chao process.
depends how long you take care of your Chao,it takes roughly 15 hours for one Chao from the start of its life (an egg) to grow up and eventually reincarnate.
So it may take up to 30 hours of game time for a Chao to reincarnate twice.

Yeah, something like that. Levels don't really matter all that much, as long as you keep the baby chao as a normal type. Also, is that 'new' egg a chao that hasn't reincarnated yet? If so, then it won't work. All Chao will need to reincarnate at least twice in order ot become a Chaos Chao, if you've completed this requirement, then give all the 21 animals to the chao.

Ok, about the "none type" what makes the type change? Could you explain that to me a bit more, 'cause I don't know if the animal order, fruit eating, etc. determines that.
Physically giving items (animals and Chaos Drives) will influence a Chao's type, if there's enough influence of a particular type, then the Chao will evolve into a swim/power/fly/run (depending what you give it). The 'None' type is pretty much the absence (or lack of influence) of the other 4 types. Animal order doesn't really matter when giving all 21 animals, but it's usually beneficial when giving all 21 straight away after the Chao hatches...
... since in most cases the 'older' and closer the baby Chao is from evolution, the easier it is to influence and change a Chao's type. Fruits won't really change a Chao's type, so all of them a pretty safe to use (including stat-raising fruit). Hope this helps, let me know if you have any more questions :)
1: The Chao has reincarnated two or more times (aka 'transformed', you can check with the Chao Doc for this)
2: The Chao is a baby when you give all 21 animals (checklist can help!)
3: Happiness, happiness, happiness!! This is VERY important, pet and feed your Chao heaps, this is what likely throws people off even when they do everything else right.

That shouldn't prevent you from getting Chaos Chao, if you follow the steps in the video description you should be fine. If you find that your Chao get hungry too fast, then try planting strong seeds in the garden for more available fruit for your Chao may be a good idea.

The more likely source is happiness, which needs to be quite high. Don't worry if your Chao is becoming a Normal type, that's a good sign! Unlike other Chao types, soon-to-be Chaos Chao don't look anything like a Chaos Chao until they evolve. Just give all 21 animals, keep it happy, and make it towards a Normal type - then just wait and see when it goes into a cocoon.
I did what this guy did and gave him a few chaos drives. Now my chao looks like he's turning into a neutral swim chao, will this stop him from being a chaos chao? Or is there a way to cancel this out? Someone plz answer!
There may be a chance of the Chao becoming a Swim Type, if you are concerned about this, you can cancel it out by giving some Fly Chaos Drives (but only give a few).
Unfortunately, that's a hidden stat which you can't see, just like Luck and Intelligence. If you never abuse your Chao and take general good care for it, low happiness shouldn't be an issue. As far as I'm concerned, happiness won't reset (or lower that much at all) like other stats when they reincarnate.

@Sapphirechao well it has evolved into a none type and it's swim stat was 300+, so it wouldn't drown and it's happiness wouldn't go down and i swear that i have petted it like 200 times and fed it plenty of fruits, and i've tried this a few times and it just won't work :(

Let's take a step back then: How many times has your Chao reincarnated? It needs to be at least living in its third life, or have 2 or more reincarnations (aka transformations in the medical chart).
Have you used a check list for giving all 21 animals (assuming you're using SA2B)? Maybe you missed giving an animal, don't worry too much if you give more than one of the same animal - just make sure your Chao remains towards the None type.

Maybe you missed an animal? Try giving all 21 animals again, it shouldn't kill the Chaos Chao process if the Chao remains heading towards the None evolution. Try that and see what happens.

Yes, Chao aren't limited to any number of reincarnations. And yes, even after 2 reincarnations it can still potentially become a Chaos Chao. :)

Giving animals to a Chao at any point of its lifetime should be fine, anything you give your Chao in its previous lives won't effect the Chaos Chao process.

depends how long you take care of your Chao,it takes roughly 15 hours for one Chao from the start of its life (an egg) to grow up and eventually reincarnate.
So it may take up to 30 hours of game time for a Chao to reincarnate twice.

Yeah, something like that. Levels don't really matter all that much, as long as you keep the baby chao as a normal type. Also, is that 'new' egg a chao that hasn't reincarnated yet? If so, then it won't work. All Chao will need to reincarnate at least twice in order ot become a Chaos Chao, if you've completed this requirement, then give all the 21 animals to the chao.

A child Chao is pretty much a Chao who hasn't gone through the blue cocoon yet.
If you take an unevolved Chao to the doctor, it should mention on the medical card that it's a child.

Ok, about the "none type" what makes the type change? Could you explain that to me a bit more, 'cause I don't know if the animal order, fruit eating, etc. determines that.

Physically giving items (animals and Chaos Drives) will influence a Chao's type, if there's enough influence of a particular type, then the Chao will evolve into a swim/power/fly/run (depending what you give it). The 'None' type is pretty much the absence (or lack of influence) of the other 4 types. Animal order doesn't really matter when giving all 21 animals, but it's usually beneficial when giving all 21 straight away after the Chao hatches...

... since in most cases the 'older' and closer the baby Chao is from evolution, the easier it is to influence and change a Chao's type. Fruits won't really change a Chao's type, so all of them a pretty safe to use (including stat-raising fruit). Hope this helps, let me know if you have any more questions :)

It's a good idea to keep your soon-to-be Chaos Chao as a Stamina/None type before it evolves.
But stats in general, as in numbers (like how much of the stat) doesn't matter.

Stuff to check for a soon-to-be Chaos Chao:
1: The Chao has reincarnated two or more times (aka 'transformed', you can check with the Chao Doc for this)
2: The Chao is a baby when you give all 21 animals (checklist can help!)
3: Happiness, happiness, happiness!! This is VERY important, pet and feed your Chao heaps, this is what likely throws people off even when they do everything else right.

I have a Chao that reincarnated three times I believe, I thought it only had to be reincarnated twice to get a Chaos Chao... Good thing to know that's not the case! :D Now I have to wait until my Hero swim chao reincarnates another time so I can make it an Angel Chaos Chao. 8D

That shouldn't prevent you from getting Chaos Chao, if you follow the steps in the video description you should be fine. If you find that your Chao get hungry too fast, then try planting strong seeds in the garden for more available fruit for your Chao may be a good idea.

The more likely source is happiness, which needs to be quite high. Don't worry if your Chao is becoming a Normal type, that's a good sign! Unlike other Chao types, soon-to-be Chaos Chao don't look anything like a Chaos Chao until they evolve. Just give all 21 animals, keep it happy, and make it towards a Normal type - then just wait and see when it goes into a cocoon.

There may be a chance of the Chao becoming a Swim Type, if you are concerned about this, you can cancel it out by giving some Fly Chaos Drives (but only give a few).

Unfortunately, that's a hidden stat which you can't see, just like Luck and Intelligence. If you never abuse your Chao and take general good care for it, low happiness shouldn't be an issue. As far as I'm concerned, happiness won't reset (or lower that much at all) like other stats when they reincarnate.
