It developed his character more, showing Chedr's growing disillusionment with the role he was forced to play in this story and his grim resolve to make things work out. The gym leaders' Pokemon levels make sense for people playing the game, but they really don't for people coming through Kanto on it's own (if that were possible). You go from a level 2 in the grass, to a trainer wtih level 30s, and then a gym leader with level 40s.
