I think he was mentally ill, but even if he got help, there is no way they'd let him out of prison. People like that are just too dangerous. The thing is, for me asking that Jeffrey gets professional help is basically a medial treatment, that did not imply he would be free to go out in the streets again because he'd kill again, he said that himself. But in the end he needed mental treatment, he deserved one and ppl need to know, he's only legally sane.
