The ISAB is chaired by Paul Wolfowitz, the former World Bank president who was often referred to as the "major architect" of the war in Iraq while he was deputy defence secretary.

Mr Wolfowitz was appointed by Miss Rice last year. Other hawkish members of the Isab are Robert Joseph, and James Schlesinger.

The ISAB was asked to draft a report on how the US could bring its relationship with China "towards greater transparency and mutual confidence".

Wolfowitz was interviewed in a German magazine about whether the United States really believed that Sadam had Weapons of Mass Destruction prior to the U.S. attacking and occupying Iraq.

His reply was..."We knew that Iraq had no Weapons of Mass Destruction...but they were swiming in oil, what were we to do?"
