I don't think there's a set-up process, really - it comes witht he OS so just press Ctrl+Alt+Delete

The lesser the CPU usage % means the more processing power you have available to you - the lesser usage %, the better

Ok what you do is, open the task manager and double-click in the area where it says "Show processes from all users" (don't check the box, just double-click in that general vicinity)

what happens if i was to set a game on priority low it's CPU usage is constantly on 100% will it harm my pc, PLEASE HELP (WILL IT MAKE THE CPU USAGE GO DOWN?)

No, I think that if you set the task priority, all that you're doing is telling the PC that if something comes up and it NEEDS more memory, then it can kill the game process.

In other words, it flags the games as an unnecessary process, thus making it one of the expendable ones.

Well from my experience, you probably contracted some kind of harmless virus or something. There is no option to turn off the title bar.

Mine goes crazy frm 44% to 98% to 68% to 100% to 55%...why?

Hmmm... take a look at your processes, if you have plenty of processes (2nd tab in task manager) that have your user account name attached to them, then you might want to close off some of the more non-essential ones to free up some memory and CPU.

Photoshop gives me that kind of readout when I'm opening it or applying filters etc.

Odd... what method are you using to pen the task manager? COntrol+Alt+Delete or using the Run dialog?
