lol he didnt swap the moves. i think he just edited akuma to look like dan. his evil dan mod has the exact same appearance, actions, and moves as akuma so my guess is he edited akuma.

more than likely he made a new skin for Dan, then did a move-swap. his face changes in a way similar to a lot of move-swaps.
