Transport Canada: “It is a warm day, you fall into water that is less than 15°C, for three to five minutes after sudden immersion you will gasp for breath. You could also experience muscle spasms or a rise in your heart rate and blood pressure, you could choke on water or suffer a heart attack or a stroke. Cold water can paralyze your muscles instantly. Trying to get a hold of a device while in the water, let alone putting one on, will be nearly impossible.
Jericho Rescue recently picked up a hypothermic fellow after sunset wearing only shorts; he should have been wearing a wetsuit. He needed heat packs and time in an emergency blanket before they returned him to Kits beach. Motor boats don’t have headlights; he didn’t have a flashlight ($200 fine), he couldn't call for help; no VHF radio, phone, flares, or even a whistle($150 fine), and he didn't have a PFD ($200 fine). The current and wind were against him.
