Rozen is the man that created all of the dolls. He was in the middle of creating Suigintou when he decided to throw away her 'design'. The love she had for Rozen gave her a soul. So she WAS alive at the time. So she was watching Rozen create the others and loving them, while she got thrown away and treated like 'junk'. I think you get the point, because this could really drag on forever. :P
