You only have to "ask permission" to take the long walk around the main deck like I did in this video. This is because it can be dangerous in heavy seas, high winds or when the crew is working -- welding, painting, etc. -- on the main deck. You are welcome to "go outside" on the upper decks of the superstructure any time you want... Passengers often spend many, many hours sitting on the upper decks and/or taking short walks there.
