The patchwork effect (visible at @3:02) where the 8x8 pixel blocks stand out a mile are a key indicator of over-compression and is when these things are most likely.

I highly doubt this as well but the one thing that has me thinking is the news headline that is being presented as this "took place". How is a tracking device going to keep soldiers safe? If anything, it will only allow them to monitor the body count more thoroughly. GODDAMNIT it's just artefacts from the poor video quality, there's green bits all over the outline of his face. If you look closely, you'll see them ALL over his face. All this video is doing is discrediting and ridiculing all the real evidence, no one will EVER take this seriously if people put out ridiculous "evidence" videos out like this.
