you have to have rock smash which you get in mauville town. its the house to the right of the pokemart. and mauville is the place with the third badge gym just in case you didn't know.
Your first pokemon (first space in your party) has to have a relatively high friendship level with you and you'll find one outside Petalburg in a patch of grass to the right. (where Wally found his) It only knows growl at lvl 4 though, but hey, it's Ralts.
