The japanese do say "Ruffy" but that's because they can't say the letter 'L' and it will just sound like an 'R' but his name is, has always been, and will always be Luffy.

(and to be accurate, the correct romanisation of モンキー･D･ルフィ would be Monkī D. Rufi but since the ru is pronouced like lu he is called Luffy)

It's written as Luffy in the series and on pretty much all merchandise. To change the name to Ruffy is just....not smart. If Luffy sounds like a dog's name then it works for this character because of his animal like tendencies that they have mentioned before.

Besides, I'll take having a dog's name over the street name for Rohypnol any day

There IS a reason why both waited until they were 17 to begin their journeys, and it is explained during the current arc in the anime (the Luffy/Ace/Sabo flashback) :D
