Well games typically cannot deal with what they weren't meant to. The game never has circumstances under which this many AI would fight at the same time (it would be laggy and confusing as hell for players anyway, not to mention friendly fire...) so they didn't bother to adapt the engine obviously. 10 men fought at the Great Gate because Bethesda wanted 10 men, had they wanted more they would have made it so.
