In music notation as far as I know when dealing with the time signature there isn't actually a fraction bar thats usually just how it looks because of the middle line. The top number signifies the number of beats per measure and the bottom number indicates what value is given to the beat. So as you probably knew three four time means that there are three beats with the quarter note (four) being the division used.

For example,

the way you explained the music was confusing so ill just add how i think of it... 3/4 is 3 beats with the quarter note counting as a beat... its not rly a fraction but you could see it that way since 6/8 would require the same amount of quarter notes as 3/4 to get through 1 measure, and if you know nothing about music you wont understand most of what i just explained :D
