Cats are extremely curious animals, the fact that it tried to get the water is completely natural. This isn't cruelty on the owners part. As for the garbage, I'm sure the cat thought it was a solid structure so it jumped on it. If it really wanted to, it could of jumped on the floor without being hurt anyway.
