MTA has much more possibilities in scripting functions, and MTA is very beginner friendly. SA:MP is not as good as MTA developed. But still, SA:MP is a GTA mod for skillers, who learn to handle with 2shot and c-bug.

It's supposed to be more like "Interstate '76/'82" than "Twisted Metal". "Twisted Metal" was a console based auto-combat game with arcade-ish physics (more akin to games like "Cruisin' World"), moderate amounts of aiming, and you wanted a certain weapon you had to pick a certain car/driver. The "Interstate" series was mainly for PC with action movie physics (more like "GTA III"), more emphasis on good aim, and you could configure what car you wanted how you wanted before you started the match.
