Issue is that by law it is stricly forbidden to pass a car by the right and in case of accident, if left car goes right when passing whitout seing the right passing car, the right overpassing car is 100% fully responsible of the accident. Also a if policemen watches such overpassing right passing car driver gets a haevy fine.
it's interesting in the US: normally one always has to drive in the right lane and pass using the left one. There are even signs saying "keep off the median" or "keep right except to pass". It turns out that this rule is not really enforced in some states, whereas in other it is enforced. People still drive in either lane and it's fine.
Da Sergey , before seing your comment I was even thinking myself that at least in russia people drive at their right as well as in Germany for example (as I see on your video). It is a quite disturbing to see that in Korea you have to overpass at right with people going slower at left . (In France I cannot support people driving left when right lane are empty.)
