Yes, You can use any console command on a demo version. To Activate the console, go to the main menu when you start up the game, or while in game push ESC, click Options, go to the keyboard tab and click "Advanced" and check the "Enable developer console" box and click ok, then apply, then unpause the game and push the ` button, [under ESC above tab] and there you go!

Or a little more specific. In Steam, mark HL2 by pressing it once. Then go to the "properties" box, down in your Steam box. Then press "set launch options" (or something). Then you type in -console.
