They can't stop you from putting anything on youre car, so long as it's not offencive in any manner. They can however stop (or try to) you from useing it. No2 systems for example, completly leagal to have on youre street car, illeagal to use on the street however. But does that stop people from useing it? No.

we all have different prioritys in this life. Some people save money for the sake of saveing it (pointless if you ask me). Others like myself like to save, then spend it on our cars, house, games, whatever youre into. To call people stupid because of this is a bit one sided don't you think? And who's to say that the people that buy these (people like myself) havn't already been to school, and have the money to "burn" on such things.
