the winner is based on wich thread of the process enters to the cpu first, it maybe seems like they both happen at the same time but that is not the case on cpu time this is not true both process send a new state to the cpu wich is throw, at the same time, but since the cpu technically can only manage one process at the time the 1st to enter take the cpu resources leaving the other process on a wait state, lets say that p2 enters to the cpu 1st, assuming that the player 1 isnt
mashing throws since he believes that he make a succesful throw, the p1 is not giving any new state, the throw break doesnt occur because of this, the p1 is waiting trying to enter to the cpu with the throw state wich started before the window of throw break that the p2 is in before making the throw.
the same logic aplies to throws vs normals with the same startup time

Can't find it now,but I remember translating a long article about how VF works out who wins a simultaneous hit. I think it came down to whoever had less life, and then if life was equal whoever did the stronger attack, and then something something. Definitely not always random.
However ... over a decade ago a buddy and I made a program that replaces the RNG with values drawn from after-decimal-point values off of a parallel port geiger counter.

@SilverSkyline92 yes, it's random, but the super has a frame of invincibility and the utra has a bunch of frames so if done close the second player to input it will usually win
@theli7 I think foodysi is referring to the second half of the video, with two guile's normal throwing each other. I think it's because in order to tech a normal throw, you have to input the tech a few frames after the throw (there's a decent window where you can tech the throw), but this is showing when the throw input is done at the exact same time.
There is a youtube video by FS who showed what happens when 2 people throw at the exact same frame (and most players know this by now as well). In GGXX AC, when both players throw, no throw is read and both 6HS animations for each player comes out.
@6o9tenstars Yea, except that he completely showed both throws happening from input to frame 3. A throw tech only happens after somebody gets thrown, and pressed the throw command 6 frames after they've been caught.
@error00001 Not all of them. I've played at least one game where throws could be teched if and only if the throw command was entered by both players on the same frame.

@rizhall Only in Virtua Fighter you can't grab anyone doing an attack. I don't think it applies to SF.

@foodysi Because it's not normal throw versus normal throw. Watch it again and you'll see special throws involved.
It would be nice if they made special tech animations for those instead of having it be random.
