Actually, in the 2003 anime (the one this one's the OVA for, Envy's male. In the manga and the 2009 anime, there isn't really a specified gender for him, but the characters generally refer to Envy as "he.". I personally think Envy's male but you can kinda imply that from his voice in brotherhood, which is a bit more masculine than the one where he's male.
