I believe Frollo to be the better villain as he, unlike Scar, didn't betray his comrades, purely because he had none. He ruled Paris alone, with an iron fist, and the people lived in fear, whereas Scar needed his hyena minions to keep control.
Frollo was also EXTREMELY hypocritical, stating several times to revile and hate the gypsies, believing them to be the scum of the world, and yet he is madly in love with one of them!
And let's face it, falling into molten iron is a better death!!

I think Scar is the best Disney Villain simply because he's one of the few that actually WON. All Scar wanted to do was kill Mufasa and take the throne. He did just that. He killed a woman, tried to drown her baby, locked him up in a bell tower for twenty years calling him a monster, deformed and ugly, lusted after women, offered their freedom for sex, nearly burned down all of Paris in search of said woman and does terrible things under the pretense that it's what God wants. Plus he has the AMAZING song Hellfire that's severely underrated. :3

When Scar was signing, he made me relise the he makes me think of Dr. Frank-N-Furter from the Rocky Horror Picture Show, well he sounds a lot like him.
Scar and Shere Khan are very similar. They are both evil well spoken big cats. They both have S names. Their fates are similar, after fighting Simba, Scar fell off a cliff and was killed by his minons and fire, after fighting with Baloo and vultures, Shere Khan had a large flaming branch tied to his tail as he is slowly burnt as he runs.

He's the really really intelligent guy in the background who manipulates and schemes his way to the top without actually doing anything physical. In my opinion that makes him the best villian. Though that's what brings him up AND ultimately kills him. Sucks.
That and the fact that he's the only one who ignores the "blood is thicker than water" thing and kills his brother and attempts to have his nephew killed. Just..horrible.

Though he could've been better like for instance trying to win Nala while he was king and during the verbal confrontation before the battle like the other disney villains who try to woe the lead female character along with getting rid of the main character.

I did expect there to be some interaction between Scar and Nala
@JParkL0v3r, actually they did plan to have Scar try to make Nala his mate the way Gaston did with Belle but Disney felt it might be too inappropriate for the story so it was cut. The idea was later used in the "Madness of King Scar" number in The Lion King Broadway show.
Well still I don't see how it's inappropriate because it's happened in "Beauty and the Beast" with Gaston and Belle like you said. In "Aladdin" with Jafar and Jasmine.
And I know "Balto" wasn't a Disney movie but it also happened with Steele and Jenna

He's the really really intelligent guy in the background who manipulates and schemes his way to the top without actually doing anything physical. In my opinion that makes him the best villian. Though that's what brings him up AND ultimately kills him. Sucks.
That and the fact that he's the only one who ignores the "blood is thicker than water" thing and kills his brother and attempts to have his nephew killed. Just..horrible.

Everyone knows Scar deserves to be Disney's #1 villain
Though he could've been better like for instance trying to win Nala while he was king and during the verbal confrontation before the battle like the other disney villains who try to woe the lead female character along with getting rid of the main character.
Examples:
- Jafar-Jasmine
- Gaston-Belle
I did expect there to be some interaction between Scar and Nala

@JParkL0v3r, actually they did plan to have Scar try to make Nala his mate the way Gaston did with Belle but Disney felt it might be too inappropriate for the story so it was cut. The idea was later used in the "Madness of King Scar" number in The Lion King Broadway show.

Techinically....Clayton killed Kerchak. And we all saw that, even if Kerchak did take a bit longer to die.
Frollo killed Quasimodo's mom...we all saw that.
Captain Hook kills one of his own henchman just for singing in the first few minutes of his appereance...we all saw that.
Facilier steps on Ray in the Princess and the Frog...we all saw that.
So yeah, Jafar isn't the only Disney Villain you see kill someone.
