The water shown is pretty well confined to an area around a (usually) dry wash that cuts through my yard. We get rains that often fill it. This rain was very heavy and the water was about 2.5 feet (vert.) above the bank. The rain falls mostly in the nearby mountains and hits the wash system in one big hurry. If you are in the wrong place at the wrong time, or stupidly try to cross one, they can easily sweep your car or truck away.
The water was never closer than 15 feet (horizontally) from my house and the cacti are fine. You are right that saguaros begin to grow arms at about 65 to 75 years of age. Im sure in their lifespan (up to 175 years typically) theyve seen worse and will likely again.
That's in southern Arizona. I can tell by the vegatation, and cause this is a regular thing in Arizona. A flood in the summer down in this part of the state is actually more common then you would think.

second.. arent the cactus in the horizon over 150 years old? i heard something that it take like 60 years to grow one of them 'arms'
if so, were they destroyed? if they were then the last time that place flooded would be over 100 years ago =o
